Baseline Emissions Footprint
Baseline emissions are a record of the greenhouse gases that have been produced in the past and were produced prior to the introduction of any strategies to reduce emissions.
Baseline emissions are the reference point against which emissions reduction can be measured.

Emissions data had not been published in prior years therefore we selected 2021/22 as our base year. The methodology for measuring our carbon footprint is in line with the Greenhouse Gas protocol and the BEIS Environmental Reporting Guidelines. The calculations were completed on the SmartCarbon Calculator using the UK Government emissions factors. | |

Emissions Reduction Targets
We have had no previous emissions reduction commitment.
In order to continue our progress toward achieving Net Zero since the base year 2021/22, we have adopted the following carbon reduction target.
We project that carbon emissions will decrease over the next five years to 354 tCO2e by 2025/26 This is a reduction of 67% from 2021/22 and the projection is to reach net zero carbon by 2030. It is envisaged that carbon offsetting or technology such as carbon capture and storage will be deployed to achieve the difference between actual and net zero carbon.

Carbon Reduction Projects
Completed Carbon Reduction Initiatives
It should be noted that the reductions (from 2021/22) in CO2 and 2022/23 are attributed especially to the period during which the aftermaths of COVID significantly impacted operational capacity. 2022/23 was a more typical operational year although with a very significant carbon emissions decrease compared to the 2021/22 base year. Actual tCO2 in 2022 was 554 tCO2e versus the forecast of 580 tCO2e.
Scope 1 & 2 emissions in 2022/23 have dropped significantly compared to 2021/2 (27% reduction). In 2022/23 Scope 3 emissions are 47% lower than 2021/22 but, as forecast, have increased on 2021/2 levels as “business as usual” has returned post-pandemic. In particular, this is due to business travel which has increased due to necessary international travel resulting from the rapid expansion of the international division. In the past year workforce numbers have increased from 800 to 1400 and this will have impacted emission levels.
The following environmental management measures and projects have been completed or implemented since the 2021 baseline. The measures will be in effect when performing the contract.
Carbon reduction projects have included:
- Move to agile working that has resulted in reduction of company business travel and commuting.
- Staff encouraged to use video conferencing where possible.
- Launched Pilot for Hubble tool for booking on-demand co-working space with sites located by all of our Client Services team to discourage travel to corporate hubs for meetings.
- Completed a Sustainability Opportunity assessment that will help us to build and implement our corporate sustainability strategy. This approach includes environmental, social, and economic pillars of activity. Carbon reduction is an important element.
- Installation of LED Lighting in Justintime Healthcare managed properties.
- Building management systems have been upgraded to reduce energy usage.
- Partnered with Property providers for our Northern Hubs who have already achieved zero waste to landfill.
- All single-use plastic items were removed from the Stationery contract.
- Utilisation of a Carbon Reporting Tool to accurately record our carbon emissions.
- Developed a Carbon Reduction Plan that is due for review in July 2023.
- Tender completed for sustainability app for staff engagement and to help us accurately capture commuting data but currently using data from desk booking app to make the figures more accurate – this is now in the roll-out phase.
- The pilot completed for repair/reuse of IT equipment instead of recycling (6 – 12 months). Sourcing a new supplier to provide refurbished laptops in place of buying new ones.
- Initiated ESG supply chain assessment. This incorporates a new methodology with suppliers required to answer questions relating to their carbon emissions and carbon reduction plans. The aim is to use this fresh approach to more accurately measure Scope 3 emissions with actual emissions data rather than through spend-based data.
In the future we hope to implement further measures such as:
- Downsizing of property portfolio with Hemel Hempstead site being reduced by two- thirds. This will reduce emissions, especially from energy and commuting. Due for completion in August 2023.
- Excess furniture from Hemel Hempstead will be sold to another company to promote re-use in place of recycling. Excess IT kit will be reutilised for homeworking kits instead of being recycled.
- Interventions to reduce power consumption focussed on air conditioning, building fabric, insulation, space heating, ventilation and hot water.
- Feasibility study for onsite renewable energy sources through solar panel installation.
- Work with all landlords / building providers to ensure purchase of 100% renewable energy.
- Implementation of new Sustainability app to help more accurately capture Scope 3 data,
- For IT systems – these will be designed with optimisation as key from Day We will implement software solutions to manage and optimise power consumption of assets.
- Implementation of supplier to refurbish our current IT kit, including laptops, instead of purchasing new.
- Further transition to zero emission vehicles by continually promoting electric-vehicle lease scheme.
- Requiring suppliers to report their carbon footprint data to us to improve the accuracy of carbon measurement and engaging with suppliers to support our net zero goal.
- All suppliers to have produced their own net zero target and plan (by 2030 latest) that align with Justintime Healthcare targets.
- Evaluation of all clinical and non-clinical purchased products with specific plans for more efficient use such as reducing single use plastic, switching from disposable to reusable equipment and reducing use of Using low carbon substitutions where possible such as uniforms made from recycled materials.
- Active management and reduction of emissions from staff Measures to include a review and tightening of the travel policy, which is already in progress, and working with our travel management company on highlighting the lowest emission options on our booking portal. This should result in switching domestic flights to rail, selecting lower emission flights, rail journeys and hotel stays. Through this new booking- technology we can introduce travel carbon budgeting and more effective reporting.
- Deliver further reductions in emissions resulting from commuting to work. Encouragement of staff to use low carbon transport methods such as walking, cycling and public transport as well as a scheme to promote use of low or zero emission cars, including provision of EV charging points.
- Investigate a new partnership which will help us determine our offsetting approach for 2022/23 and future years – aiming to fully offset emissions.
- B-Impact (BCorp) reassessment to be completed and B-Corp certification to be achieved.
Declaration and Sign-off
This Carbon Reduction Plan has been completed in accordance with PPN 06/21 and associated guidance and reporting standards for Carbon Reduction Plans.
Emissions have been reported and recorded in accordance with the published reporting standard for Carbon Reduction Plans and the GHG Reporting Protocol corporate standard1 and use the appropriate Government emission conversion factors for greenhouse gas company reporting2.
Scope 1 and Scope 2 emissions have been reported in accordance with SECR requirements, and the required subset of Scope 3 emissions have been reported in accordance with the published reporting standard for Carbon Reduction Plans and the Corporate Value Chain (Scope 3) Standard3.
